Biden Administration and EPA Announce Landmark Climate Change Rules

By

The U.S. Environmental Protection Agency (EPA) has unveiled the final national pollution standards for passenger cars, light-duty trucks, and medium-duty vehicles, setting a new benchmark for climate action in the United States. These regulations, spanning model years 2027 through 2032 and beyond, promise to revolutionize the automotive industry while significantly curbing carbon emissions.

The finalized standards, announced today, are projected to prevent over 7 billion tons of carbon emissions, translating into nearly $100 billion in annual net benefits for society. Among these benefits are $13 billion in annual public health improvements due to enhanced air quality, as well as $62 billion in reduced annual fuel and maintenance costs for drivers. This announcement underscores the Biden administration's unwavering commitment to combatting climate change and fostering a sustainable future.

EPA Administrator Michael S. Regan emphasized the monumental impact of these standards, stating, "With transportation as the largest source of U.S. climate emissions, these strongest-ever pollution standards for cars solidify America’s leadership in building a clean transportation future and creating good-paying American jobs, all while advancing President Biden’s historic climate agenda."

The standards, which build upon existing emissions regulations, are designed to accelerate the adoption of cleaner vehicle technologies, including plug-in hybrid and fully electric vehicles. Notably, the EPA anticipates an increase in U.S. auto manufacturing employment in response to these regulations, aligning with the Biden-Harris Administration's commitment to fostering union jobs in the clean energy sector.

Industry stakeholders have also voiced support for the regulations. John Bozzella, President and CEO of the Alliance for Automotive Innovation, praised the EPA's decision to moderate the pace of electric vehicle adoption, citing the importance of balancing ambitious goals with market readiness.

Moreover, the EPA received extensive feedback from various stakeholders, including automakers, which informed the final standards. The regulations provide manufacturers with flexibility in meeting performance-based standards through the deployment of diverse emission control technologies.

In addition to driving emissions reductions, the standards are expected to invigorate the U.S. auto industry, with President Biden's Investing in America agenda playing a pivotal role in fostering sustained growth. This comprehensive approach encompasses initiatives such as expanding the national network of electric vehicle chargers, ensuring access to critical minerals for EV battery production, and funding clean transit projects.

As the nation sets its sights on a cleaner, more sustainable future, these regulations serve as a testament to the power of collective action in addressing the defining challenge of our time.
