ICO Warns of Potential Discrimination from Inadequate Biometric Technologies
The UK's Information Commissioner’s Office (ICO) has issued a warning that immature biometric technologies may be used in a discriminatory manner. These technologies, such as gaze tracking, sentiment analysis, facial movements, gait analysis, heartbeats, facial expressions and skin moisture, rely on collecting and storing personal data, including subconscious behavioural or emotional responses, and in some cases, special category data. Deputy Commissioner Stephen Bonner stated that these technologies are not yet fully functional, accountable and backed by science, which could lead to inaccurate assumptions and judgements about individuals. The ICO is developing guidance on the wider use of biometric technologies, such as facial, fingerprint and voice recognition, to ensure businesses are operating safely and lawfully. They are also conducting horizon-scanning to identify critical technologies and innovations that will impact privacy in the near future.
